Tension lap lengths in concrete tank

Hello,
I have a question about tension laping bars described in EC2.
The Eurocode says that the arrangement of lapped bars should comply with Figure 8.7:
- the longitudinal distance between two adjacent laps should not be less than 0,3 times the lap length, l0;
And in the other parapraph states that if the percentage of lapped bars relative to the total cross-section area is more than 50perc. than α6 is 1.5 (coefficient increasing anchorage length).

The above appears to not allow for 100% laps at one section (longitudinal distance between two adjacent laps not less than 0.3 of lo).
However to be honest we never used staggered laps. Also the code states if the above is met it is possible to have 100% laps but it would never be possible if we followed the first statement regarding the longitudinal distance - this would always mean 50%??
