What are the general tension loads or stresses for a 1/4-28 type bolt and a 6-32 type bolt?

1/4-28 grade 5 torque (90% proof) 8.38 ft-lb generates 2500 lbs clamping force

6-32 grade 5 torque (90% proof) 1.2 ft-lb genetates 574 lbs force
 
Be careful of using std torque tables as the final tension will depend on the friction in the threads + prevailing torque on lock nuts and the friction under the bolt/nut head (depending which one you turn).

As a result you could either

a. Yield the bolt
b. Not have enough clamp load for the joint loading.
c. Be somewhere in between. Which is what you want but the risk of a and b should not be ignored.
