Tension side (force couple) anchor bolts

I must transfer a cantilever column base moment into a concrete grade beam. My approach is to locate sufficient stirrup reinforcing across the failure plane (45 deg) similar to lapping vertical bars with anchor bolts in a pedestal.

Any comments?

I usually think of the grade beam as a long beam on an elastic foundation. Since I don't have enough soils information to model it I look only at the uplift side and then copy it on the other side. One half of the moment goes each way (draw a free body diagram). I keep making the grade beam cantilever farther and farther until I have enough dead load to resist the uplift. Then I design the beam for moment and shear and repeat on each side since the wind can blow either way. The area between the anchor bolts and the compression flange of the column should be designed for the difference between the cantilever shear and the tension in the anchor bolts if memory serves me. The key is to draw the free body diagram.
