Test coupons

Dear Gentlemen,
In our organisation, we have 20MG water tanks with CP and 8 test blocks are provided around each tank. Each test block consists of 3-terminals (structure, test coupon and reference cell). But these test coupons are not bonded with the structure. Is it require to bond the test coupon with the structure? As per my knowledge, test coupons are to be connected to the structure and can be measured off-line & IR free potential.
Please explain us the reason for not connecting test coupon to the structure.

I think more information is needed.

First, are the test coupons to be cathodically protected, or free corroding? (bonding them to the structure will also provide cathodic protection to the coupons).

Second: how are the leads connected (or not connected) at the test "block"?

Third: How do you take current and potential readings?
