Maybe because there are few applications that need that value.

I have seen some tensile splitting tests on cylinders, but the variation is seemed to be very high, but that was for an academic purpose and it was hoped it would be added to the history to create some additional data.

For flexural tension, beam testing is often done. This doesn't generally have the same scatter as splitting tensile testing or direct tensile testing.
