Testing of Covered Electrodes(SMAW) as per ASME

Dear Experts,

As per ASME Sec II-C, Carbon Steel and Alloy steel covered electrodes will be tested for tensile, chemical, Impact and Radiography as mandatory, Moisture content in coating as optional, where as Stainless steel covered electrodes will be tested only for Chemical as a mandatory and tensile, Radiography, Impact and moisture content as optional. Is there any specific reason why all these tests are not mandatory for SS covered electrodes as per ASME Sec II-C.

Please do clarify.

Coating compositions are quite different and the carbon and low alloy steels are classified based on minimum tensile properties as well as coating type.
