Referring to ASME PTC-10 Performance Testing of Centrifugal Compressor , is the control panel tested together in the test stand together with the string ?

That test is for aerodynamic performance of the compressor. To the electrical part of the control system, it's just a motor, to be driven with a certain speed and power, achieved with a certain voltage, frequency, and current ... the compressor won't care.

That said, the easiest way may be with the drive intended for it.
