Texas Wind Zone Issue

I have a question about Texas wind zone issues. I checked the wind map of Texas at Typically there are three wind zone areas, Seaward of Intracoastal Canal, Inland (I) of Intracoastal Canal, and Inland (I) of Intracoastal Canal. What are those gray areas in county maps, i.e, Brownsville of Cameron County?

Usually it means these are area specific. So call the local Public Works dept and get specific loads...
 
Also be aware that some municipalities have higher design wind speeds (by ordinance) than the building code.

For example, El Paso has mandated a 100 mph wind speed.
