When I place text on a hatch, an unhatched border appears around the text. How can I place text on a colored field without the border?

For example, how would I place the white numbers on the blue background on an Intestate highway shield?

I'm using LD2004.

When the hatch command box opens there should be a command, something like islands or island detection? This tells AutoCAD to either use the text as another border (thereby leaving it unhatched) or ignore any text when hatching an area.

Once you've managed to create the solid hatch just remember to do a Draw Order and send the background hatch to the back and the text to the front.
 
... or turn of the mtext layer, before hatching...
