The cheapest methods to make this FPV Drone frame parts that are made from super stiff carbon?

Nothing to add other than these pieces are almost certainly molded, possibly CFRP.
 
Carbon fibre parts are not "cut" or "machined" to shape. They are built up - either as true "molds" or as additive manufacture. This is because the grain orientation of the fibre is what gives it the strength: if machined after the fact, the probability is non-trivial that a large number of these strands will be broken or otherwise damaged, thereby reducing the allowable stress concentrations drastically. l

That looks like an injection molded part that is not intended to be super- strong or stiff. Chopped glass or carbon fiber in the molding resin will make it significantly stronger and stiffer, but not like one made from continuous fiber, which this is not.
