Theoretical basis to calculate min req cone thickness at small end

I have the COMPRESS build 6162. I calculated a pressure vessel with a transition. The vessel is under full vaccum at 100ºF.

A reviewer of the report questioned the value for the minimum required thickness at small end used in the calculation of expression (4) of Appendix 1-8.

What is the theoretical basis for calculating the minimum required thickness of the cone at small end?
