thickness issue for stabilization heat treatment

Dears,

For a 1/2" 1500 BLRTJ F321 flange, what would be the soaking time for stabilization heat treatment. As per S.10 of ASTM A182, 4.7 min/mm shall be considered. But which thickness should be considered. thickness with raised face or without raised face? Code does not give a clear picture on this.

For heat treatment, not PWHT, the maximum thickness is considered.
