What would be the correct reference dimension to show on a drawing for 11 gauge ASTM A-1011 steel?

Well, if you read A1011 it tells you that this product must meet either A568 or A749 depending on the product form.
Once you know if it is sheet or strip you go to the correct general spec.
And then if you know how it was specified (CR vs NR) you can find the correct table.
There is a note:
NOTE 2—Not all producers are capable of meeting all the limitations of the thickness tolerance tables in SpecificationsA 568/A 568M andA 749/ A 749M. The purchaser should contact the producer prior to placing an order.
