This is a close-up foto of grade 316SS butt weld. Does the foto reflect any weld defects/ poor quality/ inclusions etc etc?

It depends on which acceptance criteria are being set to this weld. Which design code are you using? A few more photo's would be useful, as it's hard to see if there's any 'depth' issues, like undercut.
Are you in any way experienced in visual testing of welds?

What is the design code that you are trying to follow ?... Is this part of a high-temperature HRSG steam piping system, or a farm water distribution system for the swine ...

Different international piping codes have different levels of weld examination and acceptance criteria

Weld cell phone photos from a distance evaluated and approved by a group of strangers on an internet website ? ... Is this a smart idea ?

I assume that this is part of a piping system .... but, who knows

If you had enough money to purchase the SS pipe, you should have budgeted enough for experienced and competent weld examination.

Let the extensive Mid-Eastern guessing game begin !!!

A 2D visual inspection of a sample bit of the weld will only tell you so much. Without the info requested above it is difficult to say and you really need to do something like dye inspection to check for cracks and lack of fusion and then a UT or Xray to check for other items.

There does appear to be a bit of porosity, but not easy to see if that's outside limits or not.

Australia? Is the weld upside down, or was it welded bottom to top?

 
Looks like a shielded metal arc capping weld with some slag remaining and a little spatter. No evidence of mechanical deslagging. Other than that, who can tell if it is acceptable or not? Undercut - maybe, maybe not.
 
It does look like possible undercut along the bottom right side, but 2D, flat on, can be deceiving.

I am using AS/NZS 3992:2015 (Pressure equipment—Welding and brazing qualification). This is a butt-weld of a pipe spool that will be cast into a concrete structure. A weld Inspector has certified as acceptable who is employed by the fabricator. I have no formal weld qualifications but can do some quick visual inspections. In this case, I had my own doubts of the WI’s approval. I could see some black spots and was not sure about it
