Hooked at the top where there's no moment, but totally lacking tension reinforcement at the highest tension stress in the toe - brilliant!

I know you were being sarcastic, but as far as I can tell, the WWF doesn't cross the ties (what they call "binders"). It would be physically impossible to have any cross wires inside of the tie, so at the critical section, what little tension capacity the wires would have is all but negated by the fact that they're not developed hardly at all (you don't get much from 2" of straight, smooth wire). A couple pieces of twine would provide more strength; at least that would have some decent bond with the concrete.
