I having a problem in auxiliary boiler which is the boiler tubes is designed to be attached to drums by hydraulic expansion and we have done that according to the manufacturer specification but in the hydro test most of the joints had failed.
My question is the ASME section I code permitting seal weld for these tubes or not? and what is is limitations and conditions of seal weld?

You need to back up, Why did your expansion fail?
It could be something wrong with the joint. Slapping a weld over it won't fix that.
These are roll and hyd expanded regularly.
Solve that issue.

Read the NBIC and you'll note seal welding I an acceptable method to stop leaks at tube ends protruding thru tube sheets, however, I believe that there could restrictions on flared tube ends. Double check the NBIC.
