Throttle body design

I have a question for anyone who may have done some throttle body designing. I had planned on making the throttle plate out of a round piece, then mounting it on a fixture at a 15 degree angle and grinding the od to a little less than the bore diameter. I am thinking that the plate would be almost sealed around the edge at closed throttle.

However, I took a carburetor apart and it appears that the plate is an oval shape with slightly flattened sides. Also, the screw holes are displaced from the centerline. The od does have the taper like I plan to do.

Can anybody tell me what the standard practice is?

The plate shape needs to match the shape of the cylinder top cut at 15 deg.

The shaft is offset, so that if the linkage fails, it will suck closed, not opened
