Does high EGR rate make sense for Tier 4A since it ultimately force to use a lot of aftertreatment for PM, change the chassis and might not even suffice to reach the Tier 4B NOx reduction objectives without an SCR?

It will help to know what type of engine and application you are talking about, because for automotive, there is only Tier 2 in North America, and Euro 4 in Europe ...
