Tilt-Up Panel with 2 differing thicknesses

I've got a situation where the panel thickness needs to be 7.25" from finish floor to roof and 9.25" below finish floor to footing (-4'-8"). The client requires that the dock wall extend 2" beyond the exterior face of the building. Ideally, I would like to have one continuous panel for the full height.

Can this be done? Only idea I had was to place a foam filler/block into the form work to create a void for 2"... creating the recess in the exterior panel face.

Any suggestions?

Yes, this can be done, Make sure that the concrete is fairly low slump so that is will not flow out under the formwork.

Easier to put the stepped face on top.
