Time history analysis.

When the scale factor for adjusting the peak value of earthquake wave is small, the structure model only deforms under the vertical loading (Dead and Live) without any lateral deformation and plastic hinges formed. However, when the scale factor increase to a certain level, the lateral displacement and the formed hinges could be observed.
If I use elastic time history analysis instead of elastic-plastic time history analysis, the lateral deformation could ba observed no matter whatever the scale factor adopted.
I don't know why, could you guys help me to sovle it? Any comments will be appreciated.
