Tire DOT date code - which decade? 1

Need to know the decade of manufacture for a P235/75R15 General Tire 'Ameri-Trac' DOT A3HL 27V236. Is it 23rd week of 1986 or 1996? Tire bears 'M+S' designation, also has 'SAVES FUEL' in the shape of a droplet, adjacent to a diagonal 'RRR'. Any ideas?

Other than asking a General dealer if they made that tire in '86 you can look for a "decade marf" which is a small triangle molded after the last digit in the DOT serial. If you find one it is '96 if not then could be eiother '86 or '96
