To model a perforated tube

I am a new UG NX5 user. Would anyone please help me model a perforated tube? What is the efficient approach?

I am puzzled with how to model all holes quickly.
 
Attached you will find something which should give you a pretty good start in the right direction (so far I've only used 8 features).
