Tolerance for skewed anchors

We are designing threaded rods to bolt to an anchor plate. Because of the scenario these are used in, the bolt/coupler may be skewed to the anchor plate and we are trying to figure out how much skew is acceptable.

Does anyone have any references for the maximum allowed skew of a bolt coming into an anchor plate, and how to reduce the capacity of this skewed connection?

I would be surprised if there was a simple answer to your questions -

Not sure the magnitude or direction of loads, but it reminded me of a specific product used on concrete forming -

I like that solution, except we want to avoid any welding as this solution is to replace a welded solution currently used. We have a somewhat similar situation except we're going to connection plates on both sides.

Take a look at some skewed tie back connections for sheet piles or other retaining structures. They often use these skew connections and the suppliers like williams form engineering can tell you what angle is acceptable for their material.
