Tool Carrier as template

I'm using NX8.5 and I'd like to set up various tool carriers pre loaded with the appropriate tools. After adding the required tools to the carrier -> MB3 the tool carrier in the operations navigator -> object but do not get a template setting option.

I've also tried start -> tools -> operation navigator -> object -> template setting and ticked object can be used as a template but that got me no further.

I am using 8.5.0.23 and have the option for template settings with MB3 on the Carrier.

Also set the tools to Create is Parent is created

I'm also using 8.5.0.23 but don't get that option - see attached pic. Can I save a carrier from any open file?
