Tooling process from CAD/CAM to machine

I was put in charge of Kai-zen activity focusing on our tooling process from when a job is programed in CAD/CAM to when the job hits the machine.I was looking for insight on how it is done in other shops. Sucess's and failures. We have approx. 20 machines ranging from CNC lathes,vertical mills horizontal mills that run 50/50 production and one off jobs. We currently have 2 Iscar tool matrix's that are stocked with our redundant tooling end mills,inserts,taps etc. We have a tool crib and a crib attendant on 1 shift only. One problem that I see is accountability of the tooling any tooling out side of said matrix's cannot be tracked. Any help would be very appreciated.
