Traffic Controllers and Stats. - History

I am looking for some infomration on a couple of things.

1. 170 controllers used for counting traffic. I know they have been used for several years in locations. I would like to know if there is any information out there (other then what the man. provides) about history and longevity of the system and components of the controller? I know they
are up to 2070's now. We would like to stay with what we have. However, we would like to give the client some idea of maintenace etc...

2. Degree of accuracy of coutnitng traffic. We will be putting in place a traffic counting system. Aside from the many explainable anamolies, we know there will be some we can not identify. We would like to provide a degree of accuracy for our system. I know the more moeny you spend the
more accurate it can be. I am just looking for ball park numbers of reports / guidelines that others have used...
