Traffic sign inventory services and asset management system

I'm writing an RFP for obtaining consultant services to inventory our traffic signs and provide a software package for their management. Would anyone be willing to share lessons learned in similar projects, or sample RFPs I could draw from?

This is in the US, so the management system would have to comply with the national MUTCD, especially Section 2A.08, Maintaining Minimum Retroreflectivity.

So, are you looking for something that tells you when to test for retroflectivity, that sort of thing? Have you considered equipment calibration tracking software?
