Transfer type between regions

I'm doing some simple 4axis work (just indexing) and I'm having trouble manipulating transfer between regions. Clearance plane is set to 10" from center of rot., but I don't need to come up that high between regions. I've tried everything, including direct (which I don't want) and it still retracts to clearance. I've done this kind of thing before, but without 4th issue and had no problems. Can't post .prt yet because it's an assy., only screenshot.
Any help appreciated.

In 7.5, I get the same results with direct, but if I set between regions transfer to lowest safe Z, I get what I think you are expecting.

If you don't have that option, try to set the retract or departure to clear the part. I suspect that the direct move colides, so we go to clearance to be safe.

Lowest safe Z may work in 7.5 but its not working in 7.0.1.7. I even tried adjusting safe clearance value, but no effect. That it works in 7.5 is good news I guess, but it doesn't help me since I won't get my hands on it for awhile.

It's clearly a bug. If you open attached file you'll find two cavity mill operations, one where "lowest safe z" works and the other it doesn't. The only difference is one has finish method (works) and the other is semi-finish (doesn't). If you doubt that is the issue, just toggle either one and you'll see it affects transfer between regions behavior.
