What is the approved way to function test an incomplete tap change operation on a 138KV Smit transformer?

Are you asking about a primary tap or is it a LTC? Sounds like transformer tap changer got stuck between changes. If secondary LTC I would suspect voltage would be different on that leg. Also if a TTR test is done, I would think that would show something.
