We are designing a concert hall. I am looking for articles, papers, or books on how to mitigate utility power transformers noise and also emi issues from transformers as well as vibration issues.

Can anyone point me in the right direction?

Thanks.

If you are not well versed in acoustics and noise control, then consider hiring a consultant. Transformers produce sound and vibrations at harmonics of 2x line frequency; so for 60 Hz the sound is at 120, 240,260, 480, etc. Hertz. A barrier, partial enclosure or full enclosure can be effective. Here is a masonry material I have used for very large utility transformers:
For super quiet critical situations, you may need to resiliently mount the transformer to isolate structural and ground vibrations.
