Transformer Oil Containment Standards - Canada - Ontario

I'm looking for an applicable standard which specifies under what conditions secondary containment for an outdoor oil filled transformer are required.

Any regs that are specific to Canada (Ontario) would be helpful.

In the past I've looked to FM Global but I'm wondering if there is a CSA standard or even IEEE that applies.

rckwd: Try the Environmental Protection Act RSO 1990 c.E.19 as amended (not sure what the most current version is, as I no longer reside in Canada, but I suspect it is probably sometime in the later 20-teens).
