Travelling waves and switching surges in 6.6kV cable junctions

I have three sections of underground cables 3C x 95mm2 of say 3.5 kM length each. From the source at 3.5km distance it is terminated in a junction box at one location (say Location-1). It is jumpered to an identical junction box installed adjacent to this JB.

From Location-1 second JB the supply is continued through a cable (section length is 3.5kM) to Location-2. Similar to Loctaion-1 two JBs are installed. The power supply is jumpered in Location-2 also.

From the second JB of Location-2 the supply goes to Location-3. Terminates in a JB. From the JB it goes to a 6.6kV RMU installed locally. With in the RMU there is surge arrestor. At source side there is a surge arrestor. In between there is no surge arrestor.

Can anybody throw some light on the possibilities of surge at the exposed connections in the JBs at these two locations. There are no surge arrestors in these intermediate JBs at Location-1 and 2.
