Treating bolted surfaces to allow slip

I have a bolted connection to a tube on top of a tall building which is exposed to a large temperature variance.

I am looking to do a snug tight bolted connection, but I need to coat the bearing surfaces with a paint that will encourage slip from temperature expansion.

Are there any paints/coatings that are suitable for this?

I have been told the only effective way of assuring slipage is to use teflon bearing pads. You might contact Con-Serv, Inc. or Fluorgold.
