I'm excavating for my new footer and there are lots of tree roots that are coming into the area from our many conifers and deciduous trees that are outside the area of new construction, but within 5 to 20 feet of the footing.. Should I be a stickler and dig out all the roots that are under the new footer or not worry about them? Can they grow and heave the whole foundation or is that near to impossible? Best to do it sooner rather than later if it must be done.

Yes. Dig them out. Yes they will grow and heave your foundation.
