Triangulated surface mesh to tetrahedral volume mesh

I have 3D scanned a lot particles into triangulated surface meshes, while i need to convert them into tet volume meshes.
Any idea about which program is good at this?

If it is an enclosed region that is formed with the tri mesh, then you could fill it with tets in A/CAE.
