I'm trying to find a software that I can use to plot four-way logarithmic graphs (response spectrum). Right now I'm doing this by hand. In addition I'm trying to find a software to construct smoothed response spectra out of attenuation relationships

This will be used to construct plots for various site-to-source distances values an so on. If someone can provide me any assistance on this matter I will be very gratefull

Thanks,

Check out Geotechnical Earthquake Engineering by Steven L. Kramer and I believe that Mario Paz had the procedure in his text, Structural Dynamics.

We at GEO-SLOPE will be launching a new version of our QUAKE/W product in October which will include support for spectral analysis of ground motion frequency characteristics.

Try DaDisp. This is a useful package that does analysis and plotting of essentially any type of formatted data, including various transforms, spectra analysis, and I think later versions support "waterfall" plots as you are requesting.
