Is there a standard published to determine minimum turning radius required of semi and B-train truck and trailers for design of access lanes inside a manufacturing complex?

It's a function of wheelbase, track, trailer length, drawbar length, and a number of other items. You need to take your vehicle and draw the curve you need. Truck

Why is it so difficult to determine?
 
You could look at SAE J695 "Turning Ability and Off Tracking - Motor Vehicles". The "sum of squares" method is most commonly used to predict off tracking of a given vehicle. The method is described in J695.

Anyone has info on how to determine the turning radius of a trailer that has self steer axle in combo with fixed axles. The self steer axle has leading kingpin made by KGI and it is located on the very end of trailer. There are four fixed axles in front of KGI.

Turning radius is a function of wheelbase, steering gear geometry, placement of axles, and a host of other factors.

Unless the tractor/trailers you are wishing to analyze this for are identical, then you have to consider all possibilites regarding the types and varieties of tractor/trailers you are planning to bring into the area in question.

There is a program called AutoTurn that can be used in AutoCadd or MicroStation. It can track the wheel paths of all different type vehicles. Many of them are already loaded in the program
