True Band and Steady Band Difference

Witnessed the cleaning up of a bore in a cylinder that had distorted from welding. First of all had to true up the diameter by machining a true band then once trued up machined a steady band. Whats the difference between them as thought both would need to be a true diameter?

Sorry if this does not make sense....
