When splicing medium voltage cable, it is very
important to position the central conductor connector in the center of the splice housing.

True or False and why?

It depends on the splicing technique and what voltages involved. The main reason to do it correctly is that that's the way it should be done. Make sure that the instructions are understood and adhered to.

The second reason is that insulation levels are more or less depending on material (including potting compound) thickness.

The third reason is that a non-concentric conductor will have an uneven field concentration and that will sometimes create corona outside the splice. Corona produces ozone and that is a very aggresive gas (O3, the loosley bound extra oxygen atom attacs organic material) and breaks down plastic and other insulating material.
