Tube bending

When bending tube using an electric bender and former; is the marked radius on the former (1/2 x 3OD), usually to the centre or the outside?

In pipe, bends are always dimensioned and measured to the centerline.

In metal bending (ornamental iron for example) the "outside radius" (or diameter) of the form creates the inside radius of the bent metal, but the maker of the form (the roller) can't tell ahead of time what size steel pieces you are bending.

Sounds stupid, but have you measured your roller?
Is it for a particular pipe size or electrical conduit diameter?
Have you tried to bend something and measured the result? (Or are you buying from a catalog?)
