I believe this would apply only if your heat exchanger is of a unique design (U-tube design is exempt from this Nonmandatory Appendix) where axial tube loads in service are transmitted thru the roll joint because they a direct effect on the tubesheet strength or structural integrity. In most heat exchanger designs, the tube to tubesheet joint is designed to prevent leakage under thermal and mechanical forces in service and provides minimum structural integrity or load carrying capacity for the tubesheet.
What are you trying to prove with referencing this Appendix - a design basis for shear load carrying capacity to compare tube strength versus roll joint strength under specific service conditions?
