I'm looking for help determining the raidal thermal expansion of a 4140 tube. It is 6" Outside Diameter with a 1" wall. Going from room temp to 2000F.

What will the dimensional changes in the radius be?

You calculate expansion the same way you calculate it for a solid. CTE is likely the same in all directions. However, if you are concerned about the effect of grain texture on CTE, then it is a matter of looking that up if possible, for the alloy and texture direction of importance.
My first approximation is to use CTE for plain carbon steel.

Thanks - it's not in use at 2000F, just going through a heat treatment cycle (for another part). But the tolerances are tight so I am concerned about the expansion.

I'll give the CTE a shot and see how the numbers work out.
