Hi,
I am to write a tunnel feasibility study for a hard rock tunnel in New Zealand.
What makes for a good tunnel feasibility study?
What should I include in the report and in how much detail?

Can anyone provide advice on the the report outline e.g. a typical contents page, or a publication that explains how to compile a feasibility study for a major engineering project?

There is a publication by ASCE in 1997 called "Geotechnical Baseline Reports for Underground Construction". It may give you some of the information you need. It also has a listing of contributors and reviewers with their affiliations. People on that list could help you.
