I want to see if it would be recommended or not to install
turbulators in my Cleaver Brooks 4 pass boiler, the boiler is is a 600 hp that realy does not run hard. It runs at about 15-20 run rate.

1-BEST TO CONSULT WITH CLEAVERBROOKS.
2- with 4passes you get the highest efficiency you can possible geyt with the boiler so you do not need the turbulators.
3-check your stack temp and if 400-350F or below you are doing great, if you want to save more you may want to install an economizer for water or air heating

In addition to what GenB said, which was first rate, turbulators add pressure drop downstream of your furnace tube. This could affect your furnace side pressure, and back your burner fan up on its curve, disturbing your fuel air ratio. If additional pressure in your furnace/back pass area is not a problem, you might still have to do some re-tuning on your combustion controls.

Other than that they do add turbulence, and thus enhance heat transfer. Many boilers of your style have them.
