type IP vs type II cement

I am working on a project in Wyoming. The contractor submitted type IP cement mix. The specs require type II. Any concerns with Type IP cement in foundations?? 4000psi mix required

Do some research on blended hydraulic cement and get ready to see a lot more of this.

I've been living in the residential world for a while, but on a recent commercial job I got hit with a similar request. After doing a little digging, it appears there's been a push recently to switch from plain old portland to blended hydraulic cement. The production chain is supposed to be cleaner and produce less green house gases, I believe.

The bigger question is why was type II cement specified?
The primary reason to use Type II cement if because it has moderate sulfate resistance.
Do the soils contain sulfates?
Is the concrete made from this cement being used for a chemical facility that includes sulfur or maybe foundations a coal handling installation?

If sulfur is not a concern, Type IP cement should be a suitable substitute.
