Type of fill below water table

We have this void that extend below water table. What type of fill materials would you recommend? No major load will be acting over the fill.

What ever you use, say its stone, sand, etc, keep the P-200 very low, certainly not over 5 percent.
 
For safety and non-settlement it is recommended to use either sand or at least sandy soil with minimum p200
