Type of Welding Rods to 328.2.2

In ASME B31.3 Chapter V Fabrication, Assembly and Erection Section 328.2.2 (g) states that the welding rods for SMAW are selected for the table.

Does this mean that you can only use these rods and you can not use other types? and it also means that the welding procedure has to include these. Or is it open to site methods?
