U-1A Form - Minimum Head Thickness

Note 28 (Table W-3) for the minimum head thickness on line 8 of the manufacturer's data report states it is the "Specified minimum thickness of the head after forming. It includes corrosion allowance."
I would like to be sure it means the minimum head thickness specified (what is ordered) and not the calculated minimum thickness.
Note 28 seems unambiquous, but nevertheless, I'm getting conflicting interpretation.

Minimum head thickness refers to the specified minimum thickness of the supplied head (in the uncorroded condition).

It does not refer to any calculated value (what would be the point? Anyone can calculate the minimum required thickness once they have the material designation and the MAWP).
