U stamp certified closures for A694 F65 material welded to API X65

several vendors have issues with providing U stamp certified closures for A694 F65 material welded to API X65 barrel material.

could someone enlighten me if there is any issue with ASME Ustamp for the proposed material combination

The materials are not listed under ASME II; thus, they cannot be stamped unless the materials are covered under a Code Case.
