Material shell and head of a pressure vessel was made from the same plate.
Since the manufacture could not perform head forming then that plate was formed in other company. Does that head (after forming) shall be furnished with partial data report?

How was it formed? Was it hot worked into shape with no welding or subsequent heat treatment?
 
As long as the Certificate Holders manual provides provisions for work performed by others under their control anf traceability of material, I don't see where a partial data report is necessary.
